Police statistics don’t back up any kind of urban\u002Dnightmare scenario, but they do support some perplexing, widely perceived trends
that roughly one in five alleged carjackers is under 18, having been lured into the business with promises of as much as $10,000 per vehicle.
Again, this is not the sort of thing that relatively wealthy and comfortable Torontonians are used to thinking about. Every day, hundreds of them take to social media to shout, essentially, “do something!” at city officials and police. Mostly, though, it’s tough to see what those officials and police can do, or would be willing to.Article contentas a one-off event, unconnected to anything else except perhaps Ontario’s and Canada’s woefully inadequate mental-health–care systems.
But then, how to convince people things are actually under control? The TTC has pledged more special constables on the transit system, but even if you put one on every subway train you would probably only speed up the response time to the inevitable incidents. Based on anecdotal evidence, I agree there are more distressed and homeless people riding the subway nowadays than I can ever remember. But the vast majority of them are no threat to anyone. It would be pointless to scapegoat them.
The things going wrong in Toronto nowadays are either symptomatic of or deeply intertwined with problems that none of this country’s jurisdictions are showing any signs of solving in any comprehensive, expeditious fashion: Poverty, inequality, education, affordable housing, homelessness, addiction, mental illness. There is no reasonable hope of improvement in sight that doesn’t stem from addressing those dastardly “root causes.
In the meantime, we just have to look out for each other. We have to keep our heads up on the subway. To say that in Toronto is often to risk being accused of “victim blaming.” But no one else is likely to save you from that one-in-a-million bad day.
