A Philippine Navy sailor was seriously injured when China Coast Guard personnel used a wooden baton during a confrontation at Ayungin (Second Thomas) Shoal. The incident, condemned by Manila as an act of aggression, occurs ahead of high-level talks and as ASEAN pushes for a binding code of conduct.
A serious incident occurred on Monday at Ayungin Shoal, also known as Second Thomas Shoal, within the Philippines' exclusive economic zone. According to the Armed Forces of the Philippines (AFP), a confrontation between Philippine Navy personnel and the China Coast Guard (CCG) resulted in a Filipino serviceman sustaining a significant head injury.
The event involved a CCG vessel, CCGV 21560, which deployed a rigid-hull inflatable boat (RHIB) carrying eight officers. The RHIB deliberately approached the BRP Sierra Madre, a Philippine Navy ship intentionally grounded at the shoal since 1999 to uphold the nation's sovereignty claim. The Chinese personnel circled the Filipino vessel, taking photos and videos. In response, two Philippine Navy rubber boats moved to calmly and non-confrontationally encourage the RHIB to depart.
However, the CCG boat refused repeated requests to withdraw. The situation escalated violently when CCG personnel struck a Philippine Navy member on the head with a wooden baton, causing the injury and damaging one of the Philippine rubber boats. The injured personnel received immediate medical attention from the AFP Western Command, with coordination ongoing with the BRP Sierra Madre to assess the full extent of injuries and determine if a medical evacuation is required.
Philippine authorities emphasized that their personnel acted with professionalism, discipline, and in strict accordance with the Rules of Engagement during this lawful mission within the country's EEZ. The injured sailor's welfare remains paramount. The incident has drawn strong condemnation from multiple Philippine government agencies. The National Task Force for the West Philippine Sea (NTF-WPS) called the attack unacceptable, stating it serves only to heighten tensions and increase the risk of dangerous miscalculation at sea.
The Department of Foreign Affairs (DFA) declared that any act of violence against Filipino personnel is unacceptable and will merit appropriate diplomatic action. The Department of National Defense (DND) characterized the event as part of a clear pattern of provocative and hostile behavior by the People's Republic of China, further contributing to China's deficit of trust and credibility.
The DND explicitly cited Beijing's ongoing violations of international law, particularly the United Nations Convention on the Law of the Sea (UNCLOS), and its disregard for the final and binding 2016 arbitral tribunal ruling that invalidated China's excessive maritime claims. As a result, the DNF reiterated its position of disengagement, arguing that the Philippines "simply cannot trust this belligerent neighbor.
" The department stated that the professionalism and resolve shown by its military personnel compel the nation to strengthen its deterrence, shore up alliances, and bolster its national commitment to safeguard its rightful territories. This latest confrontation carries significant geopolitical weight as it occurs against the backdrop of Manila hosting the 59th Association of Southeast Asian Nations (ASEAN) Foreign Ministers' Meeting. Philippine Foreign Secretary Maria Theresa Lazaro is scheduled to meet with Chinese Foreign Minister Wang Yi this week.
A key agenda item for their bilateral discussion will be finding ways to de-escalate tensions in the South China Sea. This context is further heightened by ASEAN's ongoing efforts to finalize and adopt a legally binding Code of Conduct (COC) for the South China Sea during the upcoming ASEAN Summit in Manila this November.
The COC is intended to update the non-binding 2002 Declaration on the Conduct of Parties and serve as an instrument to govern state behavior and prevent hostilities in the disputed waters. Despite the violent encounter, the AFP has reaffirmed its commitment to continue its lawful presence and sustainment operations at Ayungin Shoal, exercising professionalism, restraint, and fidelity to international law.
The military's statement was unequivocal: "No act of coercion or aggression will deter us from carrying out our constitutional mandate or exercising the Philippines' lawful rights in the West Philippine Sea.
