Thomas Juneau, an associate professor at the University of Ottawa, who studies foreign interference and intelligence agencies, said Canada’s intelligence agencies could help the situation by being much more transparent, engaging more with the public and the media, writing more detailed public reports and not overly classifying information so it can be talked about in public.
