Cebu City intensifies its efforts to prevent street dwellers from occupying skywalks during the Sinulog Festival, focusing on areas along popular procession and parade routes.
The Cebu City Government has intensified its enforcement of the anti-mendicancy law by monitoring three skywalks to prevent street dwellers from inhabiting these areas before the Sinulog Festival . The City Environmental Sanitation and Enforcement Team (Ceset) is leading this initiative. Grace Luardo, head of Ceset, informed SunStar Cebu on Sunday, January 5, 2025, that her team apprehended three individuals over the weekend — one on Saturday along Osmeña Blvd. and two others on Gen.
Maxilom Ave. The team has collaborated with the anti-mendicancy board for the handover of the apprehended individuals. Luardo highlighted that the skywalks on Osmeña Blvd., Gen. Maxilom Ave., and MJ Cuenco Ave. in Barangay Mabolo are under close surveillance, especially with the Sinulog Festival scheduled for Sunday, January 19. These skywalks are situated on the routes for the foot procession and grand parade. Personnel from the Department of Public Services are also stationed in these areas. The heightened monitoring follows a cleanup operation on the Osmeña Blvd. skywalk after SunStar Cebu reported the presence of garbage and human waste left by street dwellers. Luardo emphasized that the surveillance of the skywalks will continue beyond the Sinulog Festival. She stated that under Mayor Raymond Alvin Garcia's directives, Ceset's responsibilities encompass enforcing environmental regulations, ensuring clean streets, combating street-level crime, and protecting infants and children from exploitation.
