The Cebu City Police Office forms Cebu City ONE-ACT with habal-habal drivers from 80 barangays, turning them into eyes and ears to fight crime under Police Colonel Ricky Sumalde.
The Cebu City Police Office has organized the Cebu City ONE-ACT (Against Crime s and Threats) program as part of its effort to suppress criminality and keep the city peaceful, under the leadership of its chief, Police Colonel Ricky Sumalde. The initiative taps habal-habal drivers from 80 barangays in the city to serve as the eyes and ears of the police in their communities.
So far, 29 habal-habal leaders have taken their oath and pledged to follow the principles of Cebu City ONE-ACT, in line with Oplan Pakigsandurot. From these leaders, a total of 1,317 habal-habal drivers are expected to support and assist the police in crime prevention and crime solution initiatives.

The oath-taking was witnessed by CCPO officials, including Police Lieutenant Colonel Franco Rodulf Oriol, Deputy City Director for Administration; Police Lieutenant Colonel Gerard Ace Pelare, Deputy City Director for Operations; Police Major Marvin Fegarido, chief of the City Community Affairs and Development Unit.
Sumalde said habal-habal drivers can contribute greatly because they are on the road every day. He also assured that all information submitted by the drivers will be kept confidential by the police to protect their safety and that of their families.
The police chief explained that the program was organized to encourage the community to participate, prioritizing rider groups so they can help provide information. He said the real purpose is to gather information coming from the community.
Community Support Key to Crime Prevention
Sumalde admitted that the police cannot achieve true order and peace without the community's support. He announced that they will not only partner with habal-habal drivers, as they will also reach out to other organizations to become part of ONE-ACT.
However, the police clarified that joining the group is unpaid, as it is a form of bayanihan for the city. As the holiday season approaches, these force multipliers are expected to play a big role in watching over their areas and promptly reporting suspicious movements to the police.
