An inquest into the death of Tammy Shipley, who died in custody at a NSW prison in 2022, has included CCTV footage of the final minutes before her death.

In 2022, Tammy Shipley died in custody after she was arrested over shoplifting $23.10 worth of goods from Woolworths. Today, she was described as a loving mother.In December 2022, the 47-year-old died while in custody, after drinking potentially up to 20 litres of water.

Counsel assisting the inquest, Dr Peggy Dwyer, SC told the court it is clear from the footage of her cell that Ms Shipley had urinated on her bed as she fell to the floor with her body "spasming uncontrollably" for a full 10 minutes.CPR was commenced on Ms Shipley at 1:38pm, 23 minutes after she was found unresponsive on the floor.

Even though the referral was classified as "urgent", the court heard the wait time for a psychiatrist to see an inmate ranged from one to three days.The opening statement of the inquest described Ms Shipley as a "much loved Aboriginal lady" who had been diagnosed with schizophrenia and bipolar disorder as a teenager.

According to a police statement, when asked by officers if she wanted to go to jail, Ms Shipley replied "that would be nice."Speaking the ABC outside the court, Vicki Shipley said when her daughter Tammy was receiving care for her mental illness "she lived a normal, valued part of our community.""If her children wanted to cook brownies at 10pm at night, that was more important than cleaning the house," she said.
