IAN NATHANSON/CAPE BRETON POSTSYDNEY — The mayor of the Cape Breton Regional Municipality breached a code of conduct for her actions over emails surrounding a Canada Day initiative from last summer that one municipal councillor felt strongly were, in her words, humiliating and offensive.

The violated code of conduct revolved around MacMullin’s allegations of conversations taking place between McDougall, “a staff member and three external parties … regarding the opinions of myself and a few council members to the email thread regarding Canada Day.

The event wound up being called Night of Lights, with an emphasis placed on celebrating “...the strength, resilience, and lives of our friends, family, and neighbours as we move ahead together towards a more prosperous and understanding community,” according to a CBRM description of the event. “'The mayor personally brought forward a complaint’ is inaccurate,” McDougall told council. “I reached out to a number of experts on how to best handle this situation. I fully admitted that I didn’t have the education or experience to deal with this.”

“The mayor had decided, with no additional conversation or communication outside of that one email, to accuse me in writing of threatening her and having underlying tones of conspiracy. Both accusations are completely untrue but will live forever FOIPOP ready for anyone to judge me.”McDougall refuted those claims. “This is utter hearsay and also completely untrue as I stated in my response to her,” she told council.
