Last spring, a month after the Senate committee began studying the foreign service, Joly launched her own review, called “Future of Diplomacy: Transforming Global Affairs Canada.” In doing so, Joly said Canada needs a “strong, strategic, diversified and agile” diplomacy. There’s certainly no guarantee Joly will be around to see through her own review. Canada’s foreign affairs department has seen 23 ministers in the 43 years since the McDougall commission tabled its report in 1981.
