One of president John F. Kennedy’s most famous speeches occurred in Houston in 1962, where he declared America would land a man on the moon by the end of the decade.

This from a party that famously declared the South Australian town of Whyalla would be wiped from the map as people fought in the streets for $100 legs of lamb under the Gillard government’s carbon price.Of course, the Australian economy survived the carbon price despite the hyperbolic warnings of death and disaster. It was after the carbon price disappeared that the economy meandered as productivity stalled, wage growth slowed and unemployment remained stuck above the 5 per cent mark.

Every year, businesses across the country – from the smallest cafe to the largest bank or miner – set targets against which they can measure their performance.Even the RBA has a target inflation rate. The bank needs the target to guide its decisions and to inform the business community, borrowers and those with savings about the possible movement in interest rates. It’s a measure of accountability; that’s one of the reasons for a target.

No wonder the business community is miffed at the Coalition and its new position. It has been battered and bruised by the best part of two decades of policy indecision, missteps and stupidity that has cost businesses in two ways: higher energy bills and missed opportunities to invest in new technologies that could deliver long-term financial benefits.
