Justice Undersecretary Margarita Gutierrez, speaking at the event, emphasized the Justice department's commitment under Secretary Crispin Jesus Remulla to deliver compassionate and restorative justice for individuals deprived of liberty. Gutierrez stated that the initiative reflects more than just refining legal frameworks; it's about bringing life to them. She described the revised GCTA IRR as a beacon of hope, offering a structured pathway for PDLs (persons deprived of liberty) to reclaim their dignity, renew their purpose, and rebuild their lives. Gutierrez stressed that the GCTA is more than just a policy or a procedural guideline.
