The changes come with a “no-worse-off” principle so that people who are already in residential care will not make a greater contribution.

Older Australians will be given more support to postpone any move into residential aged care under a major federal policy change that will offer $4.3 billion for more in-home services while expecting wealthier residents to pay more for daily care in nursing homes.

Minister for Aged Care Anika Wells and Prime Minister Anthony Albanese announce the reforms at Parliament House. But the new funding plan is expected to mean that half the residents moving into the system will contribute more over time, so that the growth in federal spending on aged care will fall from 5.7 per cent each year to 5.2 per cent instead.

While this means many new residents will have to pay more than previously expected, the government will set a lifetime contributions cap of $130,000 for each person for their non-clinical care. The Home Care scheme will be renamed Support at Home and will be expanded with $4.3 billion from July in a bid to cut the average wait time for assistance – a significant source of frustration in the community – and help more people.
