The island province of Biliran was placed under a state of calamity due to the limited capacity of Biliran Bridge . The bridge's structural issues prevent heavy vehicles, essential for transporting goods, fuel, and other supplies, from using it. This restriction significantly disrupts the transport of goods, essential supplies, and public travel, negatively impacting the local economy. Governor Gerard Espina signed Resolution No. 321 late Friday, declaring the state of calamity .

The Provincial Disaster Risk Reduction and Management Council recommended this declaration to address the economic and logistical challenges caused by the restricted bridge access. The declaration allows the provincial government to implement measures to stabilize prices, ensure continuous delivery of goods and services, and mobilize resources to mitigate the incident's adverse effects. Since December 23rd, the Department of Public Works and Highways (DPWH) has prohibited heavy vehicles from using the Biliran Bridge after videos on Facebook showed it swaying. Only light vehicles like passenger vans, SUVs, and similar types are permitted to cross. Buses are advised to unload passengers before crossing, and the public is urged to cross cautiously, one vehicle at a time. The DPWH highly recommends barge transport for the heavy influx of cargo trucks carrying goods, perishable products, and fuel tankers until the bridge is repaired. Repairs to the landing ramp on the Leyte side began late Friday, but the provincial government has not yet announced the start of the barge transport service. Built and designed in 1976, the bridge is the only link connecting Biliran Island to mainland Leyte
