Enforcement for the new program, incidentally, will be done through stickers that garbage collectors will place on items that exceed the maximum allowed, with repeat offenders receiving notices of violation ordering them to clean it up or be charged for its removal.
But as progressive solutions go, this one was like putting your finger in a dike to halt an oncoming tsunami. But given that three-quarters of Ottawa residents already put two or fewer items out every two weeks — which if my math is correct is one less than the three that will now be permitted — and that 85 per cent already put out three or fewer, it’s difficult to see how the new limit will do much to encourage diversion.Article content
Leading up to Wednesday’s discussion and vote, some members of council noted that residents had told them they didn’t want such a program. “There was resistance to the idea of a program with tags,” noted Sutcliffe, “so we’re respecting that.” West Carleton-March Coun. Clarke Kelly, who also voted against tags, said last week that he’d received more than 100 negative comments from constituents about the tag program, representing roughly 0.4 per cent of residents in his ward.
