Bacolod City Council takes steps to ensure safe and legal electricity access for marginalized communities by approving an ordinance that outlines guidelines for issuing special electrical permits. The ordinance, authored by Councilor Jude Thaddeus Sayson, aims to address the challenges faced by urban poor families in obtaining regular electrical permits due to financial constraints. The ordinance mandates an electrical inspection for the issuance of the Special Electrical Permit (SEP) and sets a minimal processing fee of P50. It also emphasizes the importance of collaboration between the city government and Negros Electric and Power Corporation to facilitate safe and legal electricity connections.
The Bacolod City Council recently approved on its first reading an ordinance that outlines the guidelines for issuing special electrical permits for residential houses owned by urban poor residents of the city. The ordinance was authored by Councilor Jude Thaddeus Sayson, chairperson of the City Council’s Committee on Appropriation and Finance.
Sayson emphasized that access to electricity is a fundamental need for every household, and many urban poor families in Bacolod City face challenges in securing regular electrical permits due to financial constraints. He highlighted the importance of providing mechanisms that would help these families gain legal and safe access to electricity, ultimately reducing the risks associated with illegal electrical connections. He also pointed out that it is the declared policy of Bacolod City to promote the general welfare and protect the well-being of its residents, especially those from marginalized sectors. Section 1 of the proposed ordinance specifies that it will apply to indigent families residing in informal settlements or urban poor communities within Bacolod City who do not have regular electrical permits. The ordinance also applies to houses made of light materials, which are exclusively used for residential purposes. The issuance of the Special Electrical Permit (SEP) will require an electrical inspection as mandated by the Negros Electric and Power Corporation, in place of the usual Certificate of Final Electrical Inspection, according to the ordinance. Section 5 of the proposed ordinance further stipulates that the Office of the Building Official (OBO) shall oversee the implementation of this ordinance. Additionally, the Negros Electric and Power Corporation will be encouraged to coordinate with the city government to facilitate safe and legal electricity connections. Sayson clarified that a minimal processing fee of P50 will be charged for the issuance of the SEP, subject to an inspection of the premises to ensure compliance with electrical safety standards. Finally, he stated that anyone found falsifying documents to obtain the SEP will face a fine of P1,000, imprisonment for up to 30 days, or both, at the discretion of the court.
