The statement of claim names Const. Sarbjeet Singh, a Delta police officer who was working with the RCMP’s dog service at the time, and Const. Paul Baker, an RCMP member of the dog service, B.C.’s Solicitor General Ministry and the City of Delta.

The writ said Kaila raised his arms to chest level with palms out and yelled several times “I’m not involved, it wasn’t me, it wasn’t me.”
