All international students graduating in Australia should get temporary work rights, a major review of migration has been told.
Australia should adopt a US-style green card to allow priority workers to receive fast-tracked permanent residency, according to the tertiary education sector, to add greater flexibility to migration.
Chief executive Catriona Jackson said a new category of student visa should be established for people who stay in Australia long-term but do not become citizens or permanent residents, similar to arrangements for New Zealanders studying in Australia.“Our world-class universities attract hundreds of thousands of international students each year, yet only 28 per cent use their post-study work rights and just 16 per cent become permanent residents,” Ms Jackson said.
The Committee for Economic Development of Australia told the review Labor should abolish Australia’s “superfluous and ineffective” system of requiring employers to advertise for a role locally before bringing in a temporary skilled migrant. The think tank says a dedicated intra-company transfer scheme would help address skills shortages and boost international competitiveness by simplifying Australia’s complex immigration system.
CEDA recommends lifting the TSMIT to $66,000, which is where it would have been if it were indexed to wages growth since 2013. The level should be indexed annually, the think tank says.
