Canada-wide arrest warrants have been issued for a pair of Metro Vancouver men charged with conspiracy to commit murder in connection with the Lower Mainland gang conflict.Vancouver police say the charges against Moeen Khan, 22, of Surrey, and Pashminder Boparai, 30, of Abbotsford, stem from the multi-jurisdictional anti-gang investigation dubbed Project Territory.

Ali and Malonga-Massamba have been arrested and are in custody, while Khan and Boparai remain at large.“The Vancouver Police Department continues to engage regional and national partners to combat gang crime,” says VPD Supt. Mike Porteous. “These arrests represent the success of ongoing partnerships and cooperation at a national level, including the Ottawa Police Service, to combat this serious public safety issue.
