LONDON – US President Joe Biden’s recent decision to allow Ukraine to use American-supplied weapons to hit deep inside Russia’s territory has drawn a predictably sharp response from Moscow.
Still, there is no question that the latest moves in Western capitals and Russia amount to a new and potentially dangerous twist in the Ukraine war.an informal yet solid agreement prevailed. Russia refrained from attacking the Western convoys of weapons and other military equipment pouring into Ukraine in return for an understanding that while the Ukrainians could use these weapons to defend themselves against the Russian invaders, they would not use them to hit targets inside Russia.
British and French politicians have argued for months that if Ukraine is to prevail in this conflict, it must be given the opportunity to mete out the same damage that Russia inflicts on Ukraine on a daily basis. But the recent Russian military offensive against Kharkiv, Ukraine’s second-largest city, persuaded Mr Biden to change tack.
The implication is that the Ukrainians can now use modern rocket artillery such as the German-made Mars II or American Himars multiple rocket launchers, but not US-manufactured long-range missiles such as the ATACMS, which can strike deeper inside Russia.For the moment, Ukraine appears to be respecting the restrictions imposed by its Western backers.
