“Roads is one of those areas where you can cut a budget and you don’t see the results for a number of years, but unfortunately now we’re seeing the results.”Roads can be evaluated using the pavement quality index, which looks at damage like potholes and cracks to determine the road’s condition. Calgary spends $40 million on pavement rehabilitation on average each year, but has a cumulative backlog in reconstruction and rehabilitation work for its network that totals $550 million. “If we allow these roads to deteriorate much more, we’re no longer talking tens of millions, we’re talking hundreds of millions,” Demong said. “There’s no choice.
