MANILA - Laws passed by Congress have a "very heavy" presumption of constitutionality, Malacañang said Monday as the newly-signed Anti-Terrorism Act faces legal challenges at the Supreme Court.

"Ang general rule po is every law passed by Congress enjoys the very heavy presumption of constitutionality," Presidential Spokesperson Harry Roque, also a lawyer, said during a Palace press briefing. President Rodrigo Duterte on Friday signed the Anti-Terrorism Act of 2020, just days before it was to lapse into law and while the country is in the middle of its fight against the coronavirus pandemic.

Opposition Sen. Francis Pangilinan on Sunday said he would join the chorus of the law's critics before the high court.
