“There’s no question that she was lax in her adherence to the protocols, but there’s also no question that the administration of the IWK was lax in their application of their own protocols,” said Kitch’s lawyer, Brian Greenspan. Kitch repaid over $40,000 to the IWK in 2017 after media reports questioned her expenses and an associated freedom of information request led to a review of her expenses. She resigned from her position in September 2017.

“They are only exposed once someone is tasked with cross-referencing her expenses, and only after that is she repaying them,” Koresawa said.
