The US President faces a Congress that doesn’t agree with him on the basic premise of US global leadership, complicating his latest pitch to finance alliance-building.
If it wasn’t enough for President Biden to have to handle Putin, Netanyahu, Hamas and Iran, he also has to restore order to a dysfunctional Congress.roiling Capitol Hill and the 2024 campaign underway, his challenge is steep.
Biden wants Capitol Hill to see the conflicts in Ukraine and the Middle East as an “inflection point”, a common phrase in his speeches since coming to office. In this, he channels Harry Truman at the Cold War’s dawn, painting the matter of Congressional support then for struggles in Greece and Turkey in similarly Manichean terms.Yet for some, that’s just not washing any more.
Others, such as Republican presidential contender Tim Scott, want the package spliced and diced, prioritising aid for Israel while subjecting the Ukrainian part to more scrutiny.Mr Biden has one important ally in Republican Senate Minority Leader Mitch McConnell. Echoing Biden, McConnell said that if Russia were not stopped in Ukraine, “they’re going to the NATO countries next”.
Used by many Western leaders after World War II to justify entering into military conflict, the Munich analogy gained its most powerful use in the United States as an argument against isolationism. But it is not cutting through right now.
