North Korea’s decision to send a missile over Japan this week was likely an attempt by Pyongyang to push itself back into global news headlines and serves as a reminder of an ongoing stalemate with the reclusive country over nuclear weapons, experts say., firing a ballistic weapon capable of delivering nuclear weapons over northern Japan.

Later Tuesday, four U.S. F-16 fighter jets and four South Korean F-15s conducted a joint-strike drill in which one of the South Korean planes fired two precision-guided Joint Direct Attack Munition bombs into an island target. The exercise was aimed at demonstrating the allies’ ability to accurately strike North Korean targets with “overwhelming force,” the South Korean Joint Chiefs of Staff said.

The aim would be to force Washington to reengage with Pyongyang and consider lifting some sanctions on the country — which has an economy Nagy describes as broken — in an attempt to appease the elite class of North Korea. He added that Kim is likely also using the launch to deter the U.S. military. Trump met with Kim while he was president and the resulting attention led to far more international travel and attention than the dictator previously received, Nagy said.
