The Municipality of Mississippi Mills has won a legal victory after prospective homebuilder Bryant Cougle was declared a “vexatious” litigant following a protracted court battle over a decades\u002Dlong dispute.

The land was initially zoned as residential and commercial, but, Cougle claimed in court filings, that zoning designation was later changed to industrial after he refused to sell the property to the town.Article content That lawsuit was similarly dismissed and the settlement included an understanding that Cougle owed the municipality $10,500 in costs it incurred to defend itself.Article content
“He said an injustice had been done to him for 43 years,” the judge wrote. “ said his action would end years of abuse.”Five months later, Cougle served the municipality another statement of claim, this time listing both Cougle and his company, Brylin Construction, as plaintiffs and with damages now inflated to $54 million.
He sent a “barrage” of emails to municipal staff and town officials accusing them of “bias, fraud, bribery and conspiracy,” among other wrongdoings.
