Around 30 aircraft cleaner employees of a manpower agency filed a complaint with the Lapu-Lapu City government for not receiving their 13th-month pay and for delayed salaries. Based on their complaint letter submitted to the mayor's office on January 8, 2024, their salaries have been delayed since July 2024. The latest payroll delay was on December 15, which they received on December 23.
For December 31, they have not received their full salaries and were only given a cash advance of P1,500 on January 3, 2025. \The employees stated that their 13-month pay for 2024 has also not been received, despite Department of Labor and Employment (DOLE) Advisory No. 18 mandating all private employers to provide 13th-month pay to their employees by December 24. Adding to their problems, the affected workers also complained about the agency's failure to remit their contributions to the Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth), and Home Development Mutual Fund (Pag-IBIG).\Kim Francisco, head of the Public Employment Service Office (Peso), disclosed to SunStar Cebu on Friday, January 10, 2025, that out of the 30 employees who filed complaints, only 16 signed and filed their complaints with his office on January 9. \Francisco said they visited the manpower agency's office at the airport, but when they arrived this afternoon, there was no one there, not even a single person. It seemed like their office was left unattended. They had difficulty coordinating with their management. \SunStar Cebu attempted to get a statement from the complained-about manpower agency but it has yet to release any statement regarding the controversy. Francisco urged the affected workers to file their complaints with DOLE 7 so their cases could be addressed
