And at times, the report seems apologetic. “It is important when reading the findings in our report, that my office has the benefit of hindsight,”. “We do our best to apply this lens when setting expectations as to what a reasonable person should have done with the information available to them at the time in question.” Of course auditors general usually have the benefit of hindsight.

Beyond that, the auditor general found the city was slow in declaring a state of emergency, which it did on Feb. 6, but doing so earlier might have galvanized provincial and federal governments into providing help much earlier. The report also found that Ottawa police did not give the police services board timely information on the protest, and withheld information on its operational plan.
