The invited resource persons gave their comments for and against amending the 1987 Constitution. A framer of the Constitution, Christian Monsod, reminded the congressmen that the 1986 EDSA "People Power" revolution inspired the creation of the existing Charter. Meanwhile, Dionisio Donato Garciano said that Filipinos should "give the benefit of the doubt" on the "good intentions" of the solons to revise the Constitution.

Feb. 10-- The Rodriguez committee launches a series of provincial public consultations on Cha-cha, starting in Cagayan de Oro. Later that week, similar consultations would would held in Iloilo; San Fernando, Pampanga; and San Jose del Monte City, Bulacan. “We respect the opinion of President Ferdinand Marcos Jr. on constitutional amendment measures. We will of course consider it. But as an independent branch of government, the House of Representatives and Congress will proceed with its public dialogues on this issue,” Rodriguez said.

During plenary session later that day, Rodroguez delivers his sponsorship speech for the RBH No.6, marking the start of plenary debates on the measure.Feb. 28-- RBH No.6 is approved on second reading via voice vote by the House plenary after just three days worth of debates.
