In the first six months after the Toronto Community Crisis Service was launched last spring, 78 per cent of mental health crisis calls to 911 were resolved without police intervention, a figure Stubbs admitted was “very surprising.” Meanwhile, more than 700 of the nearly 2,500 calls that the TCCS responded to, or 28 per cent, resulted in referrals to community-based followup supports.
The Toronto pilot, operating in four areas of the city, is the first of its kind in Canada. The third-party report on it, prepared by the Provincial System Support Program at the Centre for Addictions and Mental Health, dryly noted that, “Overall, the data reveals a dedicated and forward-thinking collaborative of partners working together toward implementing a highly complex intervention in a complex context, with data further demonstrating positive results to date.” In other words, it works.
According to the city, last year’s work on a project included community engagement, research and data analysis with a full analysis expected from the Guiding Council by the end of March.
