Justice Reform Initiative Executive Director Dr Mindy Sotiri says “jailing is failing” and the “threat” of harsher penalties to youth who commit crimes does not increase community safety.

It comes as the Queensland government announced harsher penalties for youth offenders, after North Lakes mother Emma Lovell was killed in her home by two teenagers with prior criminal histories.

“There is a huge amount of evidence that says sending children to prison does not work to achieve any of the crime control functions that the community quite rightly would expect,” she told Sky News Australia. Dr Sotiri said putting children in prison “who have come from circumstances of extreme disadvantage and vulnerability” causes further trauma and “increases the likelihood of them going on to commit further crimes in the future”.

Some have called the measures a public relations stunt, claiming courts already take an offender’s prior record into account.
